In line with the Department of Education thrust "Every Child a Reader Program" (ECARP) , Tomas Pinpin Memorial Elementary School is now on its fifth year  of implementation of the Philippine Informal Reading Inventory ( Phil-IRI) to eradicate non-readers and resolve the reading difficulties especially of those children at risk. The said program is implemented twice a year wherein the pre test is being done every August and the post test is set to implement every February.

Through this program the teachers were able to identify  the reading problem and weaknesses of the pupils and at the same time in order to provide pupils with reading materials which will be appropriate for them according to their reading level. This Dep Ed program enables the pupils to be exposed to the various reading materials which enhance also their reading comprehension and cultivate the love for reading. The  District of Abucay is rigid in putting into practice the Phil-IRI in order to eliminate non-readers and improve the reading power of the pupils.
