DepEd's Policy on Inclusive Education

One of the main thrust's in the Department of Education Culture and Sports, presently the Department of Education, is the implementation of Special Education Policies as mandated in the constitution, policies and guidelines for special education (SPED) 1986 article 1 section 2 stipulates. Every child with special needs has a right to an individual programs that is suitable to his needs. SPED shares with regular education basic responsibilities of the education system to fulfill the right of the child to develop to his full potential.

The provision of educational services and opportunities therefore should be afforded to all students, even those who are labeled as children with special needs or those who are handicapped or disabled students. These students may have one or more of the following handicaps in mental,physical, emotional , social of learning

To fully strengthen the legal basis in the enactment of laws in SPED, SPED programs have been institutionalized as embodied in DECS Order No. 26's,1997 which has saved the way for the provision of educational interventions through alternative delivery services by adopting the Inclusive Education concept. Inclusive Education maintains a zero - rejection or an open door policy to all types of learners. Its actually assumes an attitude of accepting all learners as legitimate members of the class environment.
